How a Middle East Cosmetics Brand Enters China, Thailand, and Indonesia

China: the regulatory and digital mountain

China’s cosmetics market is one of the most regulated in the world. The National Medical Products Administration (NMPA) requires registration or notification for all cosmetics before sale in mainland China. General cosmetics (moisturizers, cleansers, sunscreens) require a 3-4 month notification process. Indonesia: scale, fragmentation, and the Halal factor

Indonesia is the world’s largest Muslim-majority country. The Halal Product Assurance Law (effective 2019, expanded 2024) requires Halal certification for all cosmetics sold commercially in Indonesia. For Derma Pella, this is a requirement, not an option. BPJPH (Indonesia’s Halal Product Assurance Agency) certification is the relevant authority.

Indonesia’s cosmetics distribution is fragmented across 270 million people spread across 17,000 islands. Modern trade penetration is concentrated in Java.
