You cannot operate a Tmall flagship store without a Tmall Partner (TP) unless you have your own Chinese entity and a substantial local team. TPs manage your store, customer service, logistics, promotions, and often your Douyin and Xiaohongshu content. Choosing the wrong TP means poor brand execution, slow growth, and a contract that is painful to exit. Choosing the right one is one of the most important operational decisions in your China e-commerce strategy.
What a TP actually does
A TP manages your Tmall flagship store end-to-end: product listing and optimization, customer service (response time matters for Tmall ratings), warehousing from a bonded or domestic warehouse, order fulfillment, returns management, promotion planning (Double 11, 618, brand campaigns), and reporting. Some TPs also manage Douyin Shop, JD, and Xiaohongshu alongside your Tmall store under a single contract.
The TP takes a percentage of GMV (gross merchandise value) — typically 3-8% depending on the category and services included — plus sometimes a base retainer. Understanding exactly what is included and what generates additional fees is critical before signing. TP contracts are notorious for scope creep charges.
How to evaluate a TP
Four questions matter more than any pitch presentation:
- What is their average Tmall store DSR (Detailed Seller Rating)? — DSR scores below 4.7 on any dimension (product quality, service, logistics) will hurt your store ranking. Ask for current store screenshots, not historical case studies.
- How many brands are they managing simultaneously? — A TP managing 80+ brands cannot give meaningful attention to a new international brand. The right TP for a new entrant has capacity and is genuinely invested in growing the relationship.
- Do they have category expertise in your specific product? — A TP that primarily manages fashion will not have the copywriting expertise, the keyword strategy, or the KOL network to run a premium food brand effectively.
- Who owns the store data when you exit? — Some TPs hold the store account under their entity. Switching TPs means starting a new store from zero ratings. Negotiate brand ownership of the Tmall store from the start.

You will be a small account in their portfolio and receive proportionally small attention. A mid-size TP with 15-30 brand relationships and genuine category expertise in your product segment will grow with you more effectively.
Your TP choice should be coordinated with your broader China distribution strategy — if you have an offline distributor, make sure their relationship with your TP is clearly defined to avoid channel conflict on pricing and promotions.
