The Indonesian cosmetics market is one of the most exciting and most regulated in Southeast Asia. Beautiful opportunity. Real complexity. And a hard deadline coming in October 2026 that will determine which foreign brands stay and which get pulled from shelves.
October 17, 2026
Mandatory halal certification deadline for all cosmetics distributed in Indonesia. Brands without certification will be removed from shelves and e-commerce platforms.
The October 2026 Halal Deadline
From October 17, 2026, all cosmetics distributed in Indonesia must hold halal certification issued or recognized by BPJPH. Products without certification: cannot legally be distributed in Indonesian retail or pharmacy channels, will be removed from Shopee, Tokopedia, Lazada, and TikTok Shop, and are subject to seizure by BPOM inspectors.
85% of Indonesian women say they prefer halal-certified skincare and makeup. This is not just a regulatory requirement. It is what your consumer wants.
BPOM Registration: The First Step
All cosmetics require BPOM notification. Requirements: complete INCI ingredient list, Certificate of Free Sale from country of manufacture, GMP certificate, label in Bahasa Indonesia with BPOM notification number, safety assessment data. Timeline: 14 to 60 days. Cost: approximately USD 100 to 300 per product.
Common Ingredients That Block Halal Certification
- Porcine-derived collagen or gelatin
- Carmine (red pigment from insects, used in lipsticks)
- Alcohol as a primary ingredient
- Non-halal animal-derived ingredients without certified source documentation

What Distributors in Indonesia Want From Cosmetics Brands
- Completed BPOM notification before discussion. Distributors will not start a partnership with a brand that has not begun regulatory compliance.
- Halal certification, or a clear timeline to achieve it.
- Social proof from another Asian market.
- Marketing support budget for KOL campaigns, social media ads, and retail activation.
- Competitive pricing with minimum 40% gross margin after landing costs.
The Social Commerce Reality for Cosmetics
The typical consumer journey for a cosmetics purchase in Indonesia in 2026:
- Discovers product via TikTok video or Instagram Reel from a KOL
- Searches brand name on Shopee or TikTok Shop
- Reads reviews and checks for BPOM notification number
- Watches a TikTok Live session where the product is demonstrated
- Buys during or after the live session
Without a strong TikTok and Instagram presence, and without your BPOM number visible on your product listing, the consumer drops out at step 3.
Finding the Right Cosmetics Distributor
Most foreign cosmetics brands entering Indonesia need two partners: one for offline distribution (pharmacy chains, modern trade) and one for social commerce operations. Asia Pro identifies and vets cosmetics distributors based on your channel priorities. See how our Indonesia distributor search works.
